Port of Savannah Expanding Amid Swift Cargo Growth - Maritime Logistics News

The Georgia Ports Authority Board on Monday approved capital improvement projects that will increase the Port of Savannah’s container capacity by 20% amid unprecedented cargo growth.

“Right now, we are moving container volumes that we did not expect to see for another four years,” said GPA Executive Director Griff Lynch. “Our employees are working very hard to ensure we continue to provide our customers with world-class service. Additionally, we are expediting capacity projects that will increase the speed and fluidity of cargo handling at the Port of Savannah.”

The board approved a terminal enhancement dubbed the Peak Capacity project, which will establish 2,100 new grounded container slots. The project will add 650,000 twenty-foot equivalent container units (TEU) of annual container yard capacity in two phases, with the first opening in September.

“Georgia’s container trade has experienced unprecedented growth over the past six months,” said GPA Board Chairman Will McKnight. “This addition is among several that will address the needs of port users experiencing a sharp increase in demand, while also preparing Savannah to take on additional business over the long term.”

In its busiest February ever, the Port of Savannah moved 390,804 TEUs of cargo, an increase of 7.2%, or 26,400 TEUs compared to February 2020. Between September and February, GPA handled 2.64 million TEUs, an increase of nearly 375,000, or 16.5%, compared to the same six-month period a year ago. “In terms of cargo volumes, we’ve added the equivalent of an extra month of trade since September,” Lynch said.

In addition to the Peak Capacity project, the board approved a Berth 1 renovation that will increase berth capacity by an estimated 1 million TEUs per year by June 2023. This will bring Garden City Terminal’s new total to 6 million TEUs of annual berth capacity.

Higher volumes moving through the Port of Savannah have contributed to an industrial market growth rate that was highest in the nation for 2020, in terms of net absorption as a percent of total inventory. Last year, private operators filled 10 million square feet of industrial space in Savannah, or nearly 13% of the total market according to a report from CBRE. The commercial real estate firm stated GPA’s record-setting business also helped Atlanta’s industrial market absorb over 20 million square feet in 2020, third most in the nation.

According to the Colliers International market report for Savannah, the area ended the year with 77.5 million square feet of industrial space—an increase of 5.6 million square feet compared to the end of 2019—with another 7.7 million square feet under construction. Lynch noted there is enough land permitted for private development for more than 100 million square feet of new industrial space within 30 miles of the port.

In other projects aimed at increasing Savannah’s big ship capability, the GPA Board approved in November the purchase of eight new ship-to-shore cranes. The new machines will replace six older models, bringing Savannah’s fleet to 38. The eight taller cranes will arrive in 2023, allowing Garden City Terminal to serve more 15,000+ TEU vessels. Savannah’s harbor deepening, a Corps of Engineers project, will reach substantial completion by the end of Calendar Year 2021, providing greater scheduling flexibility for vessel transit.

Also Monday, the GPA Board approved the purchase of 20 new rubber-tired gantry cranes. The new RTGs will be tall enough to stand over six containers, one higher than Savannah’s older RTGs, allowing for additional capacity in the same terminal footprint.

On Feb. 22, an expanded container operation came online at Savannah’s Ocean Terminal, bringing annual capacity there to 250,000 TEUs. “The new capacity at OT will ensure our shipping line customers see no service delays while GPA is straightening Berth 1 at Garden City Terminal,” McKnight said. “In light of unprecedented demand, we’re taking advantage of every opportunity to grow capacity at our deepwater terminals.”

Since the upswing in containerized cargo began last fall, GPA has seen significant growth in categories such as machinery, appliances and electronics; hardware and houseware; food; furniture; apparel; and textiles.

“Thanks to the hard work of GPA employees and our partners at the International Longshoremen’s Association, motor carriers and rail, we achieved our busiest February ever,” said Lynch. “With consumers spending less on travel and services, they’re devoting more of their income to goods purchases, which has resulted in increased container volumes.”

Rail cargo outpaced the growth of the overall container trade in February, with intermodal lifts at Garden City Terminal reaching approximately 77,500 TEUs for the month, an increase of 12.6%, or nearly 8,700 TEUs. The Appalachian Regional Port also had its busiest February ever, with the inland rail yard handling 4,955 TEUs of trade.

In Brunswick Roll-on/Roll-off trade, Georgia Ports achieved 23% growth in February, handling 50,945 units of autos and heavy machinery, up 9,518 units compared to February 2020. “The re-opening of domestic and overseas auto plants has resulted in an upward trend in Roll-on/Roll-off volumes at Colonel’s Island Terminal in Brunswick and at Savannah’s Ocean Terminal, which we expect to continue,” Lynch said.

GPA has received a permit from the U.S. Army Corps of Engineers to develop a fourth berth for Ro/Ro cargo at Colonel’s Island Terminal in Brunswick. The project, currently in the engineering phase, will provide increased speed and flexibility in auto processing.

Georgia’s deepwater ports and inland barge terminals support more than 496,700 jobs throughout the state annually and contribute $29 billion in income, $122 billion in revenue and $3.4 billion in state and local taxes to Georgia’s economy. The Port of Savannah handled 9.3% of total U.S. containerized cargo volume and 10.5% of all U.S. containerized exports in FY2020.

2 Young Children Left Alone for Days at Scene of Triple Homicide in Va.: Detectives - NBC4 Washington

A baby and toddler were alone for three days in a Spotsylvania County, Virginia, home where their parents and a teenage boy had been slashed to death, according to horrifying new evidence that emerged during a preliminary hearing for three of the five Philadelphia men charged with multiple counts of first-degree murder. 

On May 29, 2019, Rachel Ozuna, her 14-year-old son Kyrrus and her boyfriend, Michael Coleman, were found in their Arlene Acres Drive home bound with their throats cut.

A deputy’s body cam video played in court Wednesday showed Rachel Ozuna face down on the blood-spattered nursery floor, her 2-year-old son standing next to her and her baby daughter strapped into a swinging infant seat nearby.

The lead detective on the case testified investigators believe the murders took place May 26, three days before the bodies were found.

In the body cam video, the deputy speaks softly to the children, first picking up the 2-year-old, then the infant, and carrying them past the bodies and out of the house. 

Prosecutors also played a chilling 911 call from the teenager’s father, who had gone to the home to check on his son. 

Benjamin Jimenez sobbed throughout a 12-minute call as the dispatcher asked, “What do you think is going on in the house?”

“Somebody got murdered,” replied Jimenez. 

“Where is your son?” asked the dispatcher.

"He’s in the bathroom tied up and in a pool of blood,” answered the father. 

For the first time, investigators described the motive for the murders, saying Coleman was a large-scale drug dealer who often had as much as $100,000 in his home. They also found equipment used to package kilo-sized packages of cocaine.

During his testimony, the detective said cellphone data and videos helped tie the five defendants to the crime. They allegedly traveled from Philadelphia March 25, checking into the Quality Inn on Plank Road, where two of the men photographed themselves near the pool. Three of the accused men also went to work out at a nearby Gold’s Gym, signing into the facility. One of the defendants posted a video of himself flipping tires there. 

The detective testified evidence suggests on March 26 the men went to the Arlene Acres Drive home around noon and left around 1 p.m., heading back to Philadelphia that afternoon.

In a recorded phone call with a jailed relative, one defendant asked, “You hear that?” The slapping sound of a stack of bills can be heard as one of the defendants exclaimed, “That’s the money machine.”

One of the men also created a video showing large amounts of money on the floor. 

Defense attorneys argued that there was no physical evidence connecting their clients to the murders, calling the prosecution’s case circumstantial. 

But the judge ruled there is enough probable cause to certify the first-degree murder charges against Durward Allen, Hugh Green and Montel Wilson. They’ll be considered next by a grand jury.

A preliminary hearing is still pending for two other defendants, James Myers and Jamal Bailey.

'Godzilla vs. Kong' ending explained, and why there’s no post-credits scene - Inverse

Is the Monsterverse over? Godzilla vs. Kong, the latest entry in Legendary’s kaiju franchise ends with a note of finality. No post-credits scene. No teaser for the next movie. No nothing. So is the end or just a new beginning?

To unpack the ending of Godzilla vs. Kong, we spoke to the film’s director Adam Wingard and writer Max Borenstein about what comes next — or doesn’t.

Why Godzilla vs. Kong doesn’t have a post-credits scene

If you’re wondering if you should stick around after the end of Godzilla vs. Kong for a hint at what comes next. Don’t. You’re not missing anything.

Unlike, 2019’s King of the Monsters, which ends with a credits sequence teasing the return of King Kong and a post-credits scene that set up Mechagodzilla, Godzilla vs. Kong simply cuts the black. The answer why is simple: no one knows what comes next.

“When King of Monsters did their post-credit scene, we were already in production on our movie,” Wingard tells Inverse. “So it made a lot of sense. They knew what they're teeing up.”

In 2021, the future is less clear, but that’s not necessarily a bad thing. Godzilla vs. Kong represents the culmination of a saga that started in 2014. For the Monsterverse, this is a chance to reflect and reboot, not unlike the Marvel Cinematic Universe after the most recent Avengers movie.

“The Monsterverse is at a crossroads,” Wingard says. “Godzilla vs. Kong is what this has been leading towards the entire time. This is the Monsterverse's Endgame.” (For the record, Avengers: Endgame didn’t have a post-credits scene either. A first for the MCU.)

Borenstein, who helped write every movie in the Monsterverse, agrees. He tells Inverse that the future is brighter than ever, and ditching the requisite post-credits scene just gives subsequent directors and writers more freedom to chart their own course.

“This is the last movie in this particular chapter,” Borenstein says. “If it's well-received, then the studio can let filmmakers or storytellers drive what the next installment might look like. It's fun to have a credit sequence, but at some point, when it's forced, the car is driving the horse.”

Wingard adds that, now that Godzilla and King Kong have finally fought, it’s a good thing if the studio takes a break before rushing into the next big kaiju battle.

‘“At a certain point, you have to say, Okay, we've done all the work, now let's sit back and see if audiences are into this. Let's see if the money's there. And if it is, then that will 100% be more of these.”

Ok, spoilers ahead. Turn back no if you haven’t watched Godzilla vs. Kong yet!

Still here? Great. So, as you know, the movie ends with Godzilla and Kong teaming up to tear Mechagodzilla a new one. With the metal monstrosity destroyed, Godzilla swims off into the ocean while King Kong heads home to Hollow Earth (the land-before-time hidden at the core of our planet).

It feels like a pretty final ending, but that doesn’t mean we can’t get a sequel. After all, there are plenty more monsters hiding in Hollow Earth. And Godzilla will definitely return if some other monster threatens humanity, right?

“I think that we tee up plenty of ways that you could continue forward,” Wingard says. “I know how I would continue a sequel to this if I were given the opportunity.”

Will there be another Godzilla movie?

Short answer: we have no idea. Based on everything Wingard and Borenstein say, the answer depends on how Godzilla vs. Kong performs in theaters and on HBO Max.

The long answer? If we do get more Godzilla, Wingard has some ideas for what he’d like to do next:

“I personally would love to do another one if I was given the opportunity. Kind of like when Tarantino said the reason he did Hateful Eight was because he felt like through making Django he just finally learned how to make a Western. He had all these new skills of how to shoot people on horses and an understanding of it, and he wanted to try it again. I feel the same way about making a monster movie. Here are these new skills I have: I know how to associate characters who are six feet and under with characters who are 300 feet and above, and all the complexities within the CGI and stuff. So I would definitely want to utilize those talents now because I have just such a greater understanding of how it all works having gone through it for three years.”

Godzilla vs. Kong is in theaters and on HBO Max now.

West Coast port congestion easing, but slowly - Baking Business

WASHINGTON — Port authorities were hopeful congestion that has plagued container loading and unloading facilities along the West Coast will diminish with the approach of summer. But there likely will be little time to fully recover more normal port operations before August, when import volumes, already at record levels, will begin to expand seasonally ahead of the winter holidays.

In the meantime, imports of containers loaded with consumer goods, including food and food ingredients grown or manufactured in Asian and Pacific nations, were delayed in reaching American importers for transport to markets across the United States, and exporters of American agricultural products complained that ocean carriers were slow to load or even refused to load US agricultural exports in order to expedite the return of empty containers to Asia to take advantage of the far more lucrative west-to-east trade.      

The explosion in e-commerce purchases by American consumers in the last several months of the pandemic resulted in container volumes that overwhelmed workforces on the docks, in warehouses and on truck routes in between that have struggled with illnesses and absences because of the COVID-19 pandemic. It was expected these workforce problems will abate as more workers are vaccinated.

Some US ports have never been busier. The Port of Los Angeles, the largest container port in North America, was experiencing record volume. The port processed 799,315 containers, 20-foot equivalent units (TEUs), in February, a 47% jump compared with February 2020.  It was the seventh consecutive month of year-over-year increases in volume and the strongest February in the port’s 114-year history.

“One year ago, global trade slowed to a crawl as the COVID-19 pandemic first hit China and then spread worldwide,” Gene Seroka, executive director, Port of Los Angeles, said in a March 16 press briefing. “Today, we are in the seventh month of an unparalleled import surge, driven by unprecedented demands by American consumers.”

Mr. Seroka noted in February 2021 loaded container imports at the Port of Los Angeles reached 412,884 TEUs, up 53% from 270,025 TEUs in February 2020.  But loaded container exports totaled 101,208 TEUs, down 25% from 134,469 TEUs in February 2020.

At the same time, the dispatch of empty containers, heavily in demand in Asia, from the Port of Los Angeles surged 104% compared with February 2020, reaching 285,223 TEUs.

For importers, frustration and delays stem from the sheer number of container ships that must be unloaded and the time a container must wait on a dock tarmac or in a port warehouse before it is picked up for delivery to inland warehouses and points beyond.

Mr. Seroka in a March 30 interview with CNBC said, “The time it takes for the importer to pick up their cargo at the port is now more than four days, but it’s off its high of five days sitting under dwell.”

He reported some progress in other metrics as well.

“Truck times — the amount of time that it takes a trucker to move in and out of the port to drop off and pick up containers — has decreased to 77 minutes from 88 back in December,” Mr. Seroka said. “So, we’re starting to see some of the trending in the right direction.”

To accelerate improvement, Mr. Seroka emphasized the importance of getting the entire port workforce vaccinated.

“There are more than 100,000 folks who come to work here at the port complex every day,” he explained. “We’ve made significant strides (in vaccinating) with our dock workers and longshore members, but we still have a lot of work ahead of us with respect to truck drivers, warehouse workers and others.”

Mr. Seroka also said it was important for importers to pick up their cargoes as quickly as they can.

“We can then increase fluidity much more quickly,” he said. “Our tarmacs are about 90% full, and in our industry, 80% is considered full capacity.” 

For agricultural product exporters, the greatest frustration in recent months has been the difficulty in securing containers, which increasingly have been shipped back across the Pacific empty.

In a recent interview with DC Velocity, Peter Friedmann, executive director, Agricultural Transportation Coalition, explained that ocean carriers consider the revenue they stand to receive on cargo shipped from Asia to the United States when deciding whether to have containers returned empty. Asian exporters of goods to the United States pay $6,000, $8,000, $10,000, and in some cases up to $14,00 in freight rates for a container going to the United States, Mr. Friedmann said.

 “US agriculture exporters have to compete with producers from all over the world,” Mr. Friedmann continued. “We cannot afford to pay those kinds of freight rates. The value of the cargo in those export containers (agricultural cargoes destined for Asia) is not that high. Therefore, the export revenue that the ocean carriers get for carrying the cargo westbound to Asia is more like $400, $800, or maybe $1,400 to $2,000 on the high end. So, ocean carriers are making an economic decision to forgo carrying cargo outbound across the Pacific and instead are sending the containers back empty.”

US agricultural organizations and even members of Congress were pressing the Biden administration to ensure US agricultural shippers are treated fairly by ocean carriers.

In a Feb. 24 letter to President Joe Biden and copied to Secretary of Agriculture Tom Vilsack; Secretary of Transportation Peter Buttigieg;  Michael Khouri, chairman of the Federal Maritime Commission (FMC), and Cecilia Rouse, chairwoman of the Council of Economic Advisers, the Agriculture Transportation Coalition and 70 other food and agriculture organizations, said, “According to their own public records, the ocean carriers are enjoying their most profitable period in decades by controlling capacity and charging unprecedented freight rates, imposing draconian fees on our exporters and importers, and frequently refusing to carry US agricultural products.”

The groups explained, “These refusals and charges by the ocean carriers dramatically increase costs to our exporters, marking foreign sales inefficient and uneconomical, rendering farmers and processors, for the first time, unreliable suppliers to the global supply chain.”

The groups asserted, “The Shipping Act provides the FMC with the authority to prohibit unreasonable, unjust practices and ‘to promote the growth and development of US exports through competitive and efficient ocean transportation.’ Given the urgency of this situation in commerce, we ask that these tools and any others available to our government be immediately applied to stem the current ocean carrier practices that are so damaging our agriculture exports.”

Roger Isom, president and chief executive officer, Western Agricultural Processors Association, who signed the letter addressed to the Biden administration, recently told Ag Net West, “There’s been movement from the Federal Maritime Commission. They’re definitely taking a deeper dive into investigating what the shipping companies are doing, but it’s very bureaucratic. They’re telling us it’s going to take weeks before any answers come back. We don’t have weeks. This thing has been going on for months.”

Port Authority: Suez Canal Blockage Shouldn't Have Big Impact on Twin Ports Shipping - FOX 21 Online

Officials say the incident may have a small impact here and is much to blame for container shortages and delays of other shipments across the country.

DULUTH, Minn.- Officials with the Duluth Seaway Port Authority say they’re not expecting much of an impact in the twin ports after the Suez Canal got blocked by a ship for almost a week.

The ship called “Ever Given” was dislodged Monday.

Port Authority officials say vessels that come through Duluth-Superior don’t typically use the Suez.

But they do use inter-modal shipping containers. The “Ever Given” carried at least 18 hundred of those.

So the incident may have a small impact here and is much to blame for shortages and delays of other shipments across the country.

“What you’re seeing with the shortages at various ports and cities throughout the world in terms of different types of supplies and even down to just goods, toys, anything you can imagine,” said Jayson Hron, Director of Communications and Marketing with the Duluth Seaway Port Authority.

“So any type of blockage like we saw at the Suez Canal is certainly gonna hamper the supply at least in the short term of these kinds of goods that would move in containers,” he said.

Intermodal shipping containers have been depleted due to the pandemic last year.

Meanwhile, experts are still investigating what might have caused the grounding of the “Ever Given.”

"They definitely put their hands on the Mace, and we all pulled back," Frazier told the jury. When Frazier was asked by a prosecutor whether she saw violence anywhere on the scene, she replied: "Yes, from the cops. From Chauvin, and from officer Thao."

Frazier also testified that she looks at her father and other Black men in her life and thinks of "how that could have been one of them."

"I stay up at night apologizing to George Floyd for not doing more ... not saving his life," she said. "It's not what I should have done; it's what he should have done."

Genevieve Hansen, the firefighter, teared up while on the witness stand as she recalled how she was not allowed to give any medical assistance or tell the police what to do, such as administering chest compressions because of their inactions. 

"There was a man being killed," said Hansen, who testified in her dress uniform and said she had emergency medical technician training. "I would have been able to provide medical attention to the best of my abilities. And this human was denied that right."

Video was shown in court, hearing Thao tell Hansen after she announced she was a Minneapolis firefighter: "If you really are a Minneapolis firefighter, you would know better than to get involved."

Hansen testified that the crowd was getting more upset and that the paramedics did a "load and go"— placing Floyd on a stretcher and quickly getting him away from the crowd so he could be treated elsewhere. The firefighter will resume the witness stand Wednesday morning.

Two friends — both were not shown in court, per the court's order earlier Tuesday morning — were visiting Cup Foods last Memorial Day to get some snacks when they saw the incident happen in front of them. Both of them are in high school. One of them, identified as 18-year-old Alyssa Funari, felt like she "failed," saying that she feels she could have done more to intervene. 

"I felt like there wasn't really anything I could do as a bystander," Funari said, adding that she felt she was failing Floyd. "Technically I could've did something, but I couldn't really do anything physically ... because the highest power was there at the time," she said, referring to the police.

Another child, who was identified as a nine-year-old currently in the third-grade, testified on Tuesday. The girl is a cousin of Frazier's, who was at the scene that day of the incident. She told the court that she felt "sad and mad" about what happened. The defense did not cross-examine this witness. 

Many testified about feelings of helplessness and guilt as Floyd gasped for air, pleaded for his life and finally fell limp and silent, his eyes rolling back in his head. The testimony was apparently aimed at showing that Chauvin had multiple opportunities to think about what he doing and change course. However, Chauvin's attorney — Eric Nelson — sought to portray the bystanders as "angry" and "chaotic," in an apparent attempt to show that the crowd posed a potential threat to officers at the scene that might have distracted them during their encounter with Floyd.

Donald Williams, one of the onlookers, testified that he called 911 after paramedics took Floyd away, "because I believed I witnessed a murder." In a recording of the emergency call, Williams could be overheard yelling at the officers: "Y'all is murderers, bro!"

Williams was brought onto the stand on Monday before continuing Tuesday morning. During cross-examination, Chauvin's lawyer pointed out that Williams seemed to grow increasingly angry at the police, taunting Chauvin with "tough guy," "bum" and other names, then calling Chauvin expletives, which the defense lawyer repeated in court.

Williams, a professional mixed martial arts fighter, initially admitted he was getting angrier, but then backtracked and said he was controlled and professional and was pleading for Floyd's life but wasn't being heard.

Williams said he was stepping on and off the curb, and at one point, Thao, who was controlling the crowd, put his hand on Williams' chest. Williams admitted under questioning that he told Thao he would beat the officers if Thao touched him again.

Witnesses also testified that no bystanders actually interfered with police. 

Chauvin faces up to 40 years in prison if he is convicted. The court will resume on Wednesday starting at 9 a.m.

A new project aims to leverage advanced AI and maritime enterprise software to enhance supply chain data for shipping at the Port of Halifax.

BlueNode, which has developed an AI solution that optimizes maritime shipping, has partnered with Saab, the global port enterprise systems leader, for the Port Integration and Enhancement of Data (PIED) project, which will see BlueNode’s BNData application integrated with Saab’s maritime enterprise software to enhance and improve the data that the Halifax Port Authority generates and uses to operate one of Canada’s largest and busiest ports. 

“There are over 700 million containers shipped around the world every year, and Canada sees an annual combined import and export of one trillion dollars’ worth of goods. The management of these supply chains and the data that governs them is crucially important,” said Louis Beaubien, Co-Founder and CEO of BlueNode.

Shipping data is often inaccurate, noisy and on a massive scale. Information can go missing in the process, such as the location of containers, or its cargo, or the reason why a supply chain broke down. BlueNode has developed machine learning-powered solutions that automate data integration, cleansing, and analysis of shipping data, helping to improve the speed and accuracy of operations at the port—mitigating many issues throughout the supply chain.

“BlueNode’s technology will lead to improved services for our customers, directly leading to the efficient management of cargo,” said Pavel Skournik, the Managing Director of Saab Technologies Ltd. Saab has deployed maritime supply chain enterprise software that powers many of the world’s busiest ports. “We’re looking forward to working with BlueNode to further drive cost and manpower efficiencies across the shipping industry.”

The first customer of the PIED project is the Port of Halifax. “We pride ourselves on being data-driven, capturing data every 15 minutes or less for every aspect of the Port of Halifax,” said Captain Allan Gray, the President and CEO of the Halifax Port Authority. “The PIED project will ensure that we are working with clean and integrated data so that our team can focus on what will drive the most value for our organization.”

“We started BlueNode to help the shipping industry tackle big issues, and we’re thrilled to have kicked off a partnership with global leader Saab, and one of the most innovative ports in North America, the Port of Halifax,” concluded Beaubien.

The PIED project has a total project value of $3.2 million, with close to $1.1 million in funding support coming from Canada’s Ocean Supercluster, the industry-led organization supporting Canada’s ocean economy.

Port of Baltimore, despite being the 11th-busiest port in the nation, for years has been somewhat overshadowed by some of its more visible competitors along the East Coast.

Now, port officials say with the vast jump in imported cargo and tens of millions of dollars in infrastructure improvements underway or on the drawing board, the sprawling facility on the Chesapeake Bay will see rapid growth the next several years.

“This is a huge driver of our economy. It’s so important for jobs, and it’s why we have been investing since day one to make the port more productive and more competitive,” Maryland Gov. Larry Hogan said March 24.

He spoke after spending 30 minutes on a dredging platform that is deepening parts of the berth to 50 feet, which will allow for two of the largest Neopanamax ships to operate at the port simultaneously.

“This is one of the biggest drivers of our Maryland economy,” he said.

The Maryland Port Administration and a private contractor that leases the Seagirt Marine Terminal, Ports America Chesapeake, are spending more than $160 million in terminal upgrades, including the installation this summer of additional cranes to handle larger ships.

Upgrades also are underway at the port’s other four terminals, which are managed by the port administration and other terminal operators.

Several years ago, the Army Corps of Engineers dredged the Chesapeake Bay Navigation Channel and paid for the project, but dredging the berth is the local port operator’s responsibility.

“That ship you see right there would not fit through the Panama Canal before 2016,” Maryland Port Administration Executive Director William Doyle said, pointing to the 1,200-foot Gustav Maersk, which was being unloaded as Hogan and other officials toured the dredging platform. “What you need is 50 feet … so the ship can come in and unload. That ship [the Gustav Maersk] is twice the size that used to come in, and right now we can bring in three times the size as what used to come in, the ones in 2016, and it’s directly related to the dredging.”

IHS Markit Transportation Economist Paul Bingham told Transport Topics it’s not just the channel’s depth that impacts a port’s capacity. The facility must have the proper-size cranes that can access the top of a ship and across it. With the expansion that’s underway, Baltimore is solidifying its position to be the top tier of ports to handle larger vessels.

“It is a major capacity expansion,” he said. “All they had to do is expand the depth on that one berth, and it’s a very efficient way to add capacity.”

Baltimore lags other East Coast ports in container volume, averaging more than 67,000 20-foot-equivalent units in the past 12 months. However, the port ranks first in the country in roll-on, roll-off cargo, particularly agriculture equipment, such as combines, tractors, hay balers, excavators and backhoes.

Most of the larger East Coast ports process more than 200,000 TCUs a month.

The port also has several other advantages its leadership touts when seeking new business. The port is about 2 miles from Interstate 95, with several ramps that make it easy for trucks to enter and exit. Port Baltimore’s location, the furthest inland of all East Coast ports, saves at least an hour for drivers heading to the Midwest, South, and Northeast. That location was a critical factor in a developer’s decision to purchase and now turn the former Bethlehem Steel Plant into a 3,300-acre global logistics facility, Tradepoint Atlantic, that now is partially open and adjacent to the port.

Industry officials say the port’s most significant improvement will begin this summer. Renovations are scheduled to start on the 126-year-old, 1.7-mile Howard Street Tunnel with the goal of accommodating double-stacked CSX intermodal containers.

The tunnel’s current clearance is 18 inches too short to handle the larger boxes, and workers will lower the track to create additional room. Along with the tunnel reconstruction, work will be done on 22 bridges between Baltimore and Philadelphia to allow larger rail containers.

“This is something I talked about first when I ran for governor in 2014,” Hogan said. “It is the most important economic development project that Maryland has ever seen.”

IHS Markit’s Bingham said he believes that the Port of Baltimore is poised for an impressive growth spurt over the next several years.

“In Maryland, they’ve proven once they put their mind to it, they will grow,” he said. “They’re not going to replace the Port of New York and New Jersey, but they don’t need to. They can grow their container share, but they don’t really need to be No. 1in the country. They’ll have plenty of business.”

Crews on scene of structure fire in Northeast Roanoke - WSLS 10

Crews are on the scene of a fire in Northeast Roanoke, according to Roanoke Fire-EMS.

Authorities said crews were dispatched around 6:40 a.m. to the 2900 block of Hollins Road NE.

When crews arrived, they said they found heavy smoke and flames coming from a two-story structure that authorities believe to be vacant.

As of 7:15 a.m., the fire is under control. The structure was deemed unsafe, so firefighters were not able to go inside of the building.

Authorities said no one has been hurt and the cause of the fire is under investigation.

Traffic PD: Driver left scene after deadly crash into Glendale canal abc15.com staff - ABC15 Arizona

GLENDALE, AZ — Glendale police say one person is dead after a crash into a canal early Tuesday morning.

Officials say a car traveling westbound on Maryland Avenue struck a truck that was headed southbound on 99th Avenue. The impact of the crash sent the truck into the canal, killing the driver.

The driver of the car reportedly left the vehicle at the scene but fled before police arrived to investigate the crash.

The driver of the truck has not been identified.

Police say the intersection of 99th and Maryland avenues is expected to remain closed through the morning commute.

Monroe County reserve deputy dies in crash while responding to scene - WISHTV.com

BLOOMINGTON, Ind. (WISH) — A reserve deputy with the Monroe County Sheriff’s Office died Monday evening in a crash while responding to a scene, the sheriff’s office said.

Deputy James Driver, 38, was responding to a crash around 4 p.m. Monday with his emergency lights and sirens activated. According to Indiana State Police, Driver was traveling south on North State Road 45 when a 2006 GMC truck and trailer driven by Christopher Derr, 22, of Monticello, Illinois, was traveling north and attempted to stop but lost control, hitting Driver’s police cruiser near the intersection with Eller Road.

The police cruiser rolled off the road before stopping, and Driver was ejected from the car, ISP said.

Driver was taken to IU Health Bloomington Hospital, where he died from his injuries, the sheriff’s office said.

According to the sheriff’s office, Driver is originally from the U.K. and lived in Spencer, Indiana. He was sworn in as a reserve deputy in June 2018. Driver leaves behind a wife, one daughter and two stepchildren.

The Indiana State Police are investigating the crash.

WASHINGTON – The U.S. Department of Transportation’s Maritime Administration announced on March 29 a Notice of Funding Opportunity (NOFO) encouraging states and port authorities to apply for $230 million in discretionary grant funding for port and intermodal infrastructure-related projects through the Port Infrastructure Development Program (PIDP).  

“Our nation’s ports are a key part of our critical infrastructure. They create jobs and make our economy more resilient and sustainable,” said U.S. Secretary of Transportation Pete Buttigieg. “This funding will build upon local investments in infrastructure to deliver long-term economic benefits to American workers and communities, while also addressing climate and equity.”  

Buttigieg announced this funding at a White House event focused on the development of offshore wind energy programs. Over the past two years, 12 percent of Port Infrastructure Development Program grant applicants included the anticipated development of wind energy facilities and the movement of wind energy components as part of their project proposals. This year’s grant funding will bolster these efforts. More information about the development of these offshore wind energy programs can be found here

The Port Infrastructure Development Program supports the efficient movement of commerce upon which our economy relies. The grants are awarded on a competitive basis to support projects that strengthen and modernize port infrastructure and support the Nation’s long-term economic vitality. In keeping with the priorities of the Biden-Harris Administration, the department’s review process will also consider how proposed projects address climate change and environmental justice impacts and advance racial equity, reduce barriers to opportunity, and meet challenges faced by rural areas.   

“State and local authorities are working to position ports to take advantage of a clean energy economy,” said Acting Maritime Administrator Lucinda Lessley. “These infrastructure grants will continue to bolster their efforts while creating jobs in these communities and the U.S. maritime industry as a whole.”   

Previous grants have supported projects such as infrastructure resiliency and shore-side improvements to facilitate wind energy projects.   

The Consolidated Appropriations Act 2021, made $230 million available for the Port Infrastructure Development Program, with $205 million reserved for grants to coastal seaports and Great Lakes ports. The minimum award size is $1 million, with a federal cost-share not to exceed 80%. The federal cost share can be higher for certain categories of projects. To provide technical assistance, the department will host a series of webinars during the Port Infrastructure Development Program grant application process. The saying is everything’s bigger in Texas — even if it comes by way of Loreauville, Louisiana.

Breaux’s Bay Craft in Loreauville was credited with creating the largest all-aluminum pilot boat in the U.S., building a 90-feet by 23-feet-by 12-feet-4-inch vessel called the “Spindletop.”

Breaux’s Bay Craft delivered the Spindletop on March 6 to the Sabine Pilots in Port Arthur.

Sabine Pilots serves the ports of Orange, Port Arthur and Beaumont, as well as much more.

Breaux’s Bay Craft Roy Breaux said the Spindletop boat was a huge accomplishment for his business.

“This is the biggest all-aluminum pilot boat built in the U.S.,” Breaux told workboat.com. “There are bigger ones in other parts of the world, but this is the largest in the U.S.”

Located in the heart of the Teche Area, Breaux’s Bay Craft was originally a towboat builder but switched to crew boats when the offshore industry got going in the 1960s. The locally-owned shop specializes in creating aluminum pilot boats, which serve many features.

Its main job is to transport maritime pilots between land and the inbound or outbound ships that they are piloting. A pilot is a mariner who maneuvers ships through dangerous or congested waters, such as harbors or river mouths.

As the oil and gas industry struggled this last year as well as the COVID-19 pandemic, Breaux’s Bay Craft jumped at the opportunity to help create a working ship for crews to use in the future.

The Spindletop was designed by Breaux’s Bay Craft and C. Fly Marine Services, and Breaux’s newest project consists of two boarding platforms on the bow, port and starboard, and two overheads on the pilothouse, port and starboard.

Aside from the new platforms, the Spindletop comes equipped with new safety features that make it state-of-the-art.

Rescue assist equipment includes a SeaLift custom-built rescue platform on the transom with a 24V hydraulic unit and a transom jib pole with a 120V electric winch, according to Work Boat.com

The rubber bumper system is a combination of D Bumpers and aircraft tires around the perimeter. USCG-approved equipment includes lifejackets for 16 people, Revere Coastal Commander life raft, flare kit, battle lantern and throw rings.

Overall, Breaux said that the Spindletop has performed as well as he could have imagined when he first sent it to Texas.

“The boat ran six pilots out in its first hour of operation,” Breaux said.

Auggies at trials

Deede, an Auggies sophomore, placed second at 76 kilograms (167 pounds), clinching one of 15 spots in the weight class at the trials, set for Friday and Saturday in Fort Worth, Texas.

Shilson already had qualified for the trials with her fourth-place finish at 50 kg (110 pounds) at the 2019 USA Wrestling Senior Nationals.

The Port Commission of the Port of Houston Authority met virtually in a regular session on Tuesday. Port Chairman Campo opened the meeting with an update on the progress of the Houston Ship Channel Expansion program Project 11. “It’s moving from planning and design into execution and moving dirt this year,” he said.

Chairman Campo then said the next steps are to negotiate the Project Partnership Agreement, or PPA, with the U.S. Army Corps of Engineers, initiate those parts of the project that Port Houston can start, and continue exploring how the industry will contribute to project costs.

The Chairman also emphasized that the U.S. Army Corps of Engineers has committed to implement its “New Start” authority, and federal appropriations for the first contracts for Segment 1A, before the fourth quarter of this year. He also highlighted the significant public interest in the Project 11 microsite https://www.expandthehoustonshipchannel.com/.

In his operational update, Executive Director Roger Guenther reported that cargo volumes in March have been solid, and indications are that this level of activity would continue through at least mid-year.

He said, however, “not surprisingly,” both container volume and export loads were down in February due to the winter storm. “Production of petrochemical products like resin was hampered because many facilities were down due to the storm, but we think that production will recover soon,” Guenther said.

Commission actions taken at the meeting supported continued investment in growth, including approving a lease agreement with Portwall Partners, Ltd. for resin packaging operations at a 55-plus acre site near the Bayport Container Terminal.

The next regular Port Commission meeting is scheduled for April 27.

Multiple crews on scene of house fire in Raleigh County - WVVA TV

BRADLEY, W.Va. (WVVA) Multiple crews were called to the scene of a house fire in Raleigh County on Sunday evening.

It happened at a townhouse complex on North Sandbranch Road in Bradley. The complex is located across the street from the Appalachian Bible College. However, representatives with the school say no students were impacted by the fire.

A school representative said the woman who was inside of the house at the time of the fire has been checked out and is expected to make a full recovery.

Right now, the Bradley-Prosperity and Beaver volunteer fire departments are still on scene.

The 19,000 TEU boxship MSC Tina allided with a pier at the Port of Istanbul on Saturday, leaving a deep gash down the side of her hull. 

The impact badly damaged the vessel and the pier at Istanbul's Marport complex, according to Turkey's General Directorate of Maritime Affairs. Photos from the scene show a long, neat gash in the hull several feet high. 

No injuries or pollution were reported, and the vessel has been anchored just off the port for an inspection. The cause of the incident is under investigation. 

The 2017-built MSC Tina is deployed on MSC's TC3 rotation, serving Busan, Shanghai, Ningbo, Singapore, Port Said, Piraeus, Izmit and Istanbul. The allision is a new scheduling setback for MSC, which - like all container lines on the main Asia-Europe trunk route - reports severe operational impacts from the ongoing Suez Canal shutdown. 

"MSC expects [the Suez blockage] to have a very significant impact on the movement of containerized goods, disrupting supply chains beyond the existing challenges posed by the COVID-19 pandemic. We thank you for understanding that this incident is beyond MSC’s control," the carrier said. 

11 MSC/2M vessels have been rerouted to avoid the canal logjam, and two - the MSC Stella, currently in the Red Sea, and the Seamax Darien, currently in the Mediterranean - have seen their voyages canceled. 19 more are near or in the canal and are waiting at anchor.

Port teen goes missing a second time - The Island Now

A Port Washington teenager who had gone missing and was found again late last year was again reported missing on Wednesday night, the Nassau County Police Department’s Missing Persons Squad said in a statement.

According to detectives, Ethan Librandi, 15, was last seen at Manorhaven Park on Wednesday around 4:30 p.m. He is described as a white male, 6 feet tall and 160 pounds, with brown hair and blue eyes.  Librandi was said to have been wearing black Nike sweatpants and a gray hooded sweatshirt with black Nike high top sneakers.  His destination is unknown.

Librandi had previously been reported missing in September alongside fellow Port teen Michael Morrisey, but both were reported found two days after their disappearance.

Detectives request anyone with information regarding Librandi’s whereabouts to call Missing Persons Squad at (516) 573-7347 or 911.

PORT ANGELES — The Port Angeles Boat Haven is getting gussied up with $2.1 million in improvements beginning as early as May.

Bids for a $1.52 million fuel dock, a newly resurfaced east parking lot and a new marina tenant restroom building with shower stalls were approved last week by port commissioners.

“It was almost kind of a coincidence that a number of these projects happened around the Boat Haven at the same time,” port Director of Engineering Chris Hartman said Thursday.

“It was not our intention to just go out and invest specifically in the Boat Haven.”

It’s about time, as far as Port Angeles Yacht Club Commodore Erika Hansen-Dahlin and the group’s members are concerned. Their clubhouse is at the marina.

“These are huge,” said Hansen-Dahlin, a senior information technology programmer, said of the improvements.

The marina, one of two public dockage facilities operated by the tax district, has monthly moorage for 410 pleasure and working craft, and offers guest moorage.

Hansen-Dahlin said the fuel dock, which allows for 20,000-gallon gasoline and diesel transfers, is difficult to access, the parking lot is covered with potholes and marked with faded striping, and the rest rooms, well, yacht club members stay away from rest rooms.

“The [boating] industry itself is starting to ramp up,” Hansen-Dahlin said.

“People are starting to be able to work remotely and discovering PA is the place to be.

“We’ve had a huge influx of people reaching out and asking for charters, sailboat lessons and memberships. Most every single one is new to the community.”

The marina is underutilized, she added.

“It’s time we invest in it,” Hansen-Dahlin said.

The new fuel dock will replace the existing 48-year-old facility that consists of a surplus military dock that had a fuel station added to it and is kept afloat by sump pumps.

Talk around the port is the dock cost $1.

“That’s what I’ve always been told,” Deputy Executive Director John Nutter said Friday.

“I don’t have the receipt to prove it.”

The dock itself — a big hollow box in which water sloshes around — may be closer to 70 or 80 years old, Nutter said.

And Hansen-Dahlin said it’s too low to step without difficulty from a boat to the dock, calling it a “rinky dink” structure.

The new fuel dock will be installed beginning in November and completed early next year.

“I think everybody will be happy to see a new fuel dock,” port commission President Steven Burke said Tuesday after he and Commissioners Connie Beauvais and Colleen McAleer approved the bid.

“It will be amazing if we actually get that in before the old one sinks.”

American Construction Co. Inc. of Tacoma submitted the lowest base bid of $1.35 million for construction. It will cost $1.52 million when sales tax and construction administration are included.

It was the lowest of six bids submitted from Port Gamble, Aberdeen, Seattle and Stayton companies, the highest being $1.6 million from Redside Construction LLC of Port Gamble.

The 2021 and 2022 port capital budgets have a combined $760,000 allocated toward the project,

It is funded by a $432,587 state Recreation and Conservation Office Boating Infrastructure Grant and a $242,738 Washington State Parks Clean Vessel Act Grant.

Work on $280,000 for resurfacing the east Boat Haven parking lot could begin as early as May, Hartman said.

The paving has been planned but other projects kept getting in the way, he said.

In his report to the commissioners, Hartman said the lot is riddled with cracks and spalling, or peeling caused by water corrupting the base.

The project was deferred from 2020 due to COVID-related impacts and the reallocation of staff resources needed to apply for a federal grant application, Hartman said in his report.

Issaquah-based Lakeside Industries, which has a Port Angeles office, submitted the low and accepted base bid of $243,887 — which was $3,106 less than Interwest Construction Inc. of Burlington — plus sales tax.

The total project cost of $280,000, which includes construction administration, represents a savings of $120,000 less than the $400,000 allocated in the budget, Hartman said.

“The cost savings on this project will help balance the projected cost overrun on the fuel float replacement project,” he said in his report.

That overrun will be $84,675 over the 2021 budgeted amount, according to Environmental Manager Jesse Waknitz’s report to the commissioners on the fuel dock.

Hansen-Dahlin is hoping that paving would be completed in time for the 45th annual Pacific NW Offshore International Yacht Race, being held this year June 10-13.

The race begins at the mouth of the Columbia River and usually ends up in Victoria Harbor. This year, due to COVID-19 Canadian border restrictions, the finish line is Port Angeles, with racers expected to show up June 11. The finish line is near the marina-entrance end of Port Angeles Harbor.

A 780-square-foot concrete bathroom building will replace the existing facility in the marina’s western parking lot in a $285,000 project beginning this summer or fall, Hartman said.

The structure, which will be used primarily by west Boat Haven tenants, is being purchased from the state Department of Enterprise Services for $208,000. Additional costs include demolition of the existing structure, building a pad site and replacing an oil tank.

Hansen-Dahlin recalled port Executive Director Karen Goschen being invited to a recent yacht club meeting and getting an earful about the restrooms.

“That was literally one of the hottest, most vocal topics,” Hansen-Dahlin recalled.

“Those bathrooms are just plain skanky. I won’t even let our junior sailors use them.”

The new facility will have separate his and hers rest rooms with multiple stalls and four separate single-entry unisex showers attached to the building that will include dressing areas.

“It’s a basic service,” Hansen-Dahlin said.

“We’re heading in the right direction.”

Hartman said the last large renovation project at the marina was in 13 years ago, in 2008, when the port spent $5.5 million replacing the east Boat Haven’s floats, piles and utilities.
