GRANITE CITY — America’s Central Port has won a $630,000 grant from the Illinois Department of Commerce and Economic Opportunity (DCEO) under its Opportunity Zone Program.

The money will help fund the port’s plan, spearheaded by planner Christie Voelker, to realign and reconstruct West Fourth Street in the port’s warehouse district. Port officials said the street realignment and reconstruction will move it further away from the warehouses it serves, allowing for more effective truck circulation and improving “last mile” efficiencies for both future prospects and manufacturing tenants already at the port looking to grow.

The project is expected to be completed by June 2021.

The proposed project is in a DCEO-designated Opportunity Zone. Port officials said that, with the potential for new development on the 60 acres of undeveloped and rail-served land adjacent to the street, the investment is poised to attract private investment and employment opportunities.

According to port officials, a current tenant adjacent to West Fourth Street is considering a $3 million expansion of its facility. The investment would retain 19 jobs and potentially create 15 more over the next five years.

Reconstruction and realignment of West Fourth Street is expected to take about 13 months. Design has already begun; bidding documents are expected to be ready for bidding later this year.

The DCEO program is designed to bolster the competitiveness of the Illinois’ Opportunity Zones by providing matching funds for infrastructure investments and site readiness activities to help attract Opportunity Zone investment.
