The requirement for licenses which the Port of Rotterdam will introduce in February next year does not look set to be followed up by mass flow meters in the port, as the shipping sector has otherwise seen happen in Singapore.
According to the major European port, this is because of the legal consequences the decision could create, and an expectation that the bunker sector may file lawsuits against the port, which does not have the evidence needed for a court case.
