Reports of multiple shots fired lead police to homicide scene in St. Paul’s Payne-Phalen - TwinCities.com-Pioneer Press

A man was shot and killed outside an apartment building in St. Paul’s Payne-Phalen neighborhood Saturday night. The homicide was the 34th of the year in the city, matching the most on record.

After 911 callers reported more than a dozen shots fired about 11:30 p.m. in the 1000 block of York Avenue, officers located the man and “tried to help him, but unfortunately there was nothing they could do for him,” said Steve Linders, a police spokesman. Paramedics arrived soon after and pronounced the man dead at the scene.

No one was under arrest as of early Sunday morning and police asked anyone with information to call the homicide unit at 651-266-5650.

Officers determined there was “suspicious activity” in the area before the shooting, said Linders, who didn’t detail what it was. Investigators are working to determine what led to the shooting and who is responsible; initial information indicated it was not a random act, according to police.

The police department will release the name of the man who died after the Ramsey County medical examiner’s office confirms his identity.

The record for St. Paul homicides — 34 — was set in 1992 and again last year.

St. Paul police have received nearly 2,200 reports of shots fired, which didn’t involve injuries, this year. That’s an increase of 6 percent from the same time last year. There have been 216 people shot, both fatally and those who were wounded, compared to 202 at this point last year.

“We’ve taken 576 guns off the streets so far this year and we work hard to put people who pull the triggers behind bars,” Linders said. “While our homicide unit and our investigators throughout the department are very good, we need the public’s help. Anyone who has information about who’s carrying the guns or pulling the triggers should call us before we have another tragedy.”
